  ELECTRONIC PAYMENTS: COMMISSION SEEKS VIEWS ON SINGLE EUROPEAN TELEPHONE NUMBER TO REPORT LOST AND STOLEN CARDS  
   
   Brussels, 2 March 2004 - The European Commission has launched a public on-line consultation on the possible establishment of an Eu-wide system for cancelling lost and stolen credit and payment cards ("Card Stop Europe"). Such a service would be based on a single easy-to-remember phone number. Comments are invited until 30th April 2004. Frits Bolkestein, Internal Market Commissioner, said "We are working on the creation of a "Single Payment Area" in the Eu. In parallel with improved security for electronic payments, we need to explore ways to make the reporting of lost and stolen cards more efficient. Consumers need to be convinced that electronic payments are safe and easy to use without problems". The consultation aims to assess whether card customers are satisfied with existing card "blocking" services and invites their views on the usefulness and possible features of a possible new pan-European service. It would allow customers who have lost their cards or had them stolen to get in touch with their bank from anywhere in the Eu, by using the same number. At present there are many telephone numbers for cancelling lost and stolen cards in Europe. Different numbers often co-exist within the same country. This situation does not enhance the efficiency of the notification process and increases the likelihood of misuse. Eu citizens increasingly use payment cards when buying products or services. One clear advantage over cash is that the loss or theft of a card does not automatically result in a financial loss. If customers are able to promptly inform their bank, they do not normally lose money. However, customers need to remember which telephone number they should call to cancel their lost or stolen cards. This is not always easy when they are travelling abroad or distressed. In a recent off-line survey based on interviews with a cross-section of Eu citizens (Eurobarometer) in all Eu countries, 83% of respondents considered that introducing a single number would be an effective measure. About half of those interviewed said they would be prepared to pay for such service. How to respond to the consultation The Commission would like to encourage all European citizens to take part in the on-line survey. To make it as easy and quick as possible for people to respond, the Commission is using its Interactive Policy Making (Ipm) tool for this exercise (see Ip/01/519). Ipm aims to improve governance by using the Internet for collecting and analysing reactions. The consultation is open until 30 April 2004 via the Commission's "Your Voice in Europe" Internet site, which is a recently relaunched one-stop shop giving access to Commission consultations and their results across all policy areas.
