“1000 DISCUSSIONS FOR EUROPE” ON THE NEW CONSTITUTION |

Brussels, 12 July 2004 - The Presidents of the European Parliament (Pat Cox); the European Commission (Romano Prodi) and the Committee of the Regions (Peter Straub) are calling for the organisation of public debates on the new European Constitution. They are therefore urging European, national, regional and local representatives from the 25 Member States of the European Union to become involved in the “1000 discussions for Europe” campaign. On the basis of the draft produced by the Convention (which was, to a large extent, composed of directly elected national and European representatives); the Heads of State or Government of our 25 Member States have reached agreement on a constitutional Treaty for Europe. This European Constitution is an expression of our determination to act together. It reflects our common values as well as our desire to preserve our individual identities. It is intended to help us meet the challenges of an enlarged Europe of 450 million inhabitants: a democratic, transparent, efficient Europe for all our citizens, a Europe that is visible and active on the world stage. Only the support and participation of our fellow citizens will make this Europe a reality. Each country will ratify the Constitution in accordance with its own constitutional provisions (referendum or parliamentary consent). But regardless of the method chosen, we believe that the text should be widely presented and explained to the people of Europe so that they may understand it and express their views freely in the public debate. For this presentation and explanation exercise to reach as many people as possible, all those engaged in public life, at any level, must take part in it. This is why we call upon all elected representatives at European, national, regional and local level to get personally involved and contribute to this initiative aimed at bringing Europe closer to its citizens in a wide democratic debate on our future in the European Union. If you are an elected representative of a European, national, regional or local authority, whether or not you are in favour the Constitution, please make a personal effort! Over the next few months, organise a debate with your fellow citizens on the future of Europe and use it as an opportunity to present and explain the Constitution.
