  COMMISSION KICKS OFF NEW € 36 MILLION PROGRAMME FOR FINANCING SMALL BUSINESSES, IN PARTICULAR IN NEW MEMBER STATES  
   
  Brussels, 11 January 2005 - The European Commission adopted a programme to assist local banks and other credit institutions, particularly in the ten new Eu Member States. This programme strives to alleviate the difficulties of financing business, especially for small and medium sized enterprises (Smes). Orchestrated by the Commission, this â€?preparatory action on support for Smes in the new financial environmentâ€? will be channelled through international financial institutions: the European Bank for Reconstruction and Development (Ebrd), the European Investment Bank (Eib), the European Investment Fund (Eif) and the Council of Europe Bank together with the Kfw (Kreditanstalt für Wiederaufbau). The initial € 6 million of annual funding of technical assistance and capacity-building in EU countries with low levels of bank lending will be multiplied by a further 30 million euros of the participating financial institutions’ own funds. Vice-President Günter Verheugen, Commissioner for Enterprises and Industry, said “From my experience of Eu enlargement I know that particularly small businesses in new member states are often struggling to obtain financing. Our initiative will help entrepreneurs to create and develop businesses and jobs.â€? In Europe, more than 90% of enterprises are small enterprises. Such businesses have specific financial needs and many, however, face difficulties in accessing credit. The deficiency in credit provision to small enterprises is explained by its high transaction cost and the financial providers’ perception of a high risk and low return activity. This new Commission initiative is therefore designed to enhance confidence and capacity of credit institutions, particularly from the new Members States, to provide loans to Smes and to enable financial providers to address these challenges. The programme aims at combining technical assistance with credit lines or guarantees from the participating international financial institutions. This combined service will be then offered to qualified local credit institutions that intend to develop the credit portfolio towards Smes. The technical assistance under this programme shall accompany loans, including leasing, to Smes, with a preference being given to the creation of microcredits.
